I have a new phone and I have downloaded the Authenticator app to it and logged in but it will not display any code on the new device. It will only work on the old one. How do I successfully transfer over to the new phone.

Thanks for posting your question in the Microsoft Q&A forum.

In the absence of a backup for restoration, the sole recourse is to utilize the account recovery methods provided by each service provider. The Microsoft Authenticator functions solely as a code generator.
