I try edit config file to uninstall outlook but i can't uninstall outlook.

Manual editing configuration files are usually not standard methods for uninstalling Microsoft Outlook or any Office components. In order to uninstall Microsoft Outlook 2019 correctly and fully, you can try to uninstall it through the control panel:
