Manual editing configuration files are usually not standard methods for uninstalling Microsoft Outlook or any Office components. In order to uninstall Microsoft Outlook 2019 correctly and fully, you can try to uninstall it through the control panel:
Open the "control panel".
Select "Program"> "Uninstall" (or "program and function" on some systems).
Find the "Microsoft Office 2019" related entries in the installed program list.
