Because this is a questions regarding (a bug in) the Azure infrastructure, my suggestions is to create an Azure support ticket.
Optionally, you can give feedback to Microsoft in the Azure portal:
There, you can also allow Microsoft to contact you if needed.
If the response helped, do "Accept Answer". If it doesn't work, please let us know the progress. All community members with similar issues will benefit by doing so. Your contribution is highly appreciated.
