Not able to use serial console

I have scale set and there are 2 instance in that. I want to log in in to that instance and verify the folders and softwares.

I am seeing following message:

I am trying to log in using serial console, here 2 questions

  1. I am not able to log in to serial console even boot diagnostics enabled
  2. will I able to login and navigate to inside instance using serial console?

    1- Ensure that the VM or virtual machine scale set has boot diagnostics enabled. If you are using serial console on a virtual machine scale set instance, ensure that your instance has the latest model.
    2- Yes, When using the serial console, you can access your instance even if it's not reachable via SSH or RDP.
