Upon creating a new project and attempting to configure settings, there are simply no settings to configure.
The screenshot above demonstrates the totality of the WIndows Configuration Designer experience: a barely-legible-text and button-clicker simulator. There is no documentation on this issue as far as I can see, and only one other Q&A that addresses it (with a completely irrelevant answer). Is there anything that can be done to make this app functional?

I intend to use WCD to create provisioning packages for bulk enrollment and other non-user-driven device enrollment and provisioning scenarios. However, it feels like trying to troubleshoot this issue from my use case feels like putting the cart before the horse; I can't even get to a state where using the app for one solution would differ from usage for another solution. The app simply fails to provide any functionality whatsoever!
My use case shouldn't matter here. The app simply doesn't work.

Based on my research, here are possible reasons you can check.
1.Please check whether your device meet the requirements below.
Client OS:
Server OS:
2.There are some limitations in current Windows Configuration Designer.
3.You can try to uninstall the app and re-install it to check whether it can work properly.
4.The problem was probably because of the windows antivirus. It is necessary to disable it to be able to use the program.
