UWP app submission stuck at 10.8.7 Financial Transactions - Pricing

Dear Sir,

The certification report details always 10.8.7 Financial Transactions - Pricing. after several attempts to app update submissions.

1 - used to be new pricing can not set lower than early pricing, right? How to defines the reasonable price? also unfair to the existing end users.

2 - defination of a base price that is proportional to the value and functionality of the product? It's that all up to end user to judge the app valuable to pay for it? defination of functionality of the product? it's that all up to the developer creativity to developing the applications?

3 - Pricing and availability always in read-only after not passed certification. For re-submit, i need to redo all contents editing and packages uploads. It took few hours and Time consumption by the way.

By the way, the loops stuck in certification due to the above report details. app development no funding and discontinued soon or later.
