ADO login fails with "Unable to complete authentication for user due to looping logins"

I have a new AzureDevOps account, which I am unable to activate using the link from invitation email or log in to from

When I attempt to connect, the browser follows many redirects and ends on a page with the title "Unable to complete authentication for user due to looping logins". The page body contains an error message such as:

500 - Something went wrong! We've encountered an error and cannot fulfill this request. We will trace the error and get a fix out soon. 3/26/2024 4:55:09 PM (UTC) 1e8004e5-a965-4f2e-a75e-e1770af56ac5

I know I do have an account, because ADO keeps sending me notification emails about various work items.

I tried the directions for complete signout and signin I found here: The only difference was that when I used a private window it kept asking for my username and password between the redirects.

Other Microsoft applications, such as OWA (email and calendar) and Teams, all work fine on this computer.

Is there anything else I can try?
