Please tell me the version of OneNote on your devices such as OneNote for Windows, OneNote client or OneNote for Web.
Is there any error message? If yes, please give a screenshot for further analysis.
Are your encrypted partitioned notebooks stored in the cloud services such as OneDrive?
Has the synchronization completed or still keep showing that it is syncing?
Does this issue also occur with OneNote for Web?
I suggest you to sync notebooks again.
