Can you share the complete error logs?

It appears to be that the limit for a region where you are trying to deploy the resource is reached. Do you have any active deployments in the same region?

I would recommend to try another region to check if you are able to create new resources.

If the issue is persistent you can raise an azure support case to check if there is any issue with your subscription.

I also encountered this problem and fixed by "Manage deleted resources" in "Azure AI services | Azure OpenAI". Just purge the previously deleted models before creating a new one.
