Please note that, Model availability varies by region.

I see that currently only **gpt-35-turbo **0301 model is available in West Europe region.

I would suggest you, please try creating the model in any of the available regions such as East US2 or Sweden Central.

Regarding the model availability, it is subjected to available capacity on the specific regions. There is no exact ETA which can be shared.
