For your problem, I have done some research, I found that an app must be installed on the user's device with administrator privileges, and disabling administrator privileges is also an insecure operation, it is not recommended that you do this.
However, we recommend that you package the remote help and upload it to Intune to deploy it as a win32 app, so that it does not require user interaction and administrator privileges to automatically install it silently and successfully.
