Windows 11 Updates Frozen

I've been having the same issue with my windows updates for I think about a year or more now, ever since I updated to windows 11. When any update needs to download it just stays at 0% or it gives the following download error: "Download error - 0x80248007." This also applies to my windows store downloads as they don't move at all when I try to install or update something. I've tried the command prompt solution of clearing my windows update cache, I tried a fresh install of windows and I tried using the windows troubleshooter but none of these have solved my issue.
