exchange 2016 on prem ECP and OWA do not load,

After applying CU23 to our Exchange 2016 on prem, https://localhost/ecp or owa do not load. The error is "it looks like the webpage at <long url> might be having issues or it may have moved permanently to a new web address. err_ssl_key_usage_incompatible"
I tried the powershell scripts to rebuild owa and ecp with no luck. How do we get the site back up?

I have a couple questions based on your problem description:
- Did any problems occur during the CU23 installation?
- In which browser is this error occurring, or are all browsers failing to load these two URLs?
- Is it possible to access it properly using the server's FQDN?
I suggest you can follow the steps below to troubleshoot the problem:
- Check the SSL certificate: Make sure that the SSL certificate applied to the Exchange server is valid and configured correctly. -Ensure that the certificate's key usage settings are appropriate for the intended use (e.g. server authentication).
- Clear your browser cache and cookies and update your browser to the latest version.
- Check the Event logs on the Exchange server for any relevant error messages or warnings. Look for events related to OWA, ECP, or SSL certificate issues.
