Set approval status action in power automate

Hi
I have following flow and Set Content Approval status is giving error. Any idea what causing this. I have attached the picture of flow steps. The flow is just taking new page and publishing it y switching approval status of content approval sharepoint online workflow. The workflow is enabled on site pages library. Those same steps are repeated at the bottom of flow but that is working fine. i double check the site and library name as well which are not the issue. seems like something to do with Etag may be
