Stuck in Login-Cycle due to Authenticator App (and it is not funny)

This login process of Microsoft Developer E5 program has a serious flaw that irreparably breaks the authentication process from the user's perspective.

I don't know why, but when I log in to the developer account, regardless of the device, Microsoft assumes that an authentication app (AA) is configured. And it gets crazy when you want to set up the account in the AA then the loaded WebView in the AA aks for the code shown in AA. But since you are currently setting up the account, it is not possible to see the code!

I need help! I waited weeks for an answer in another post, w/o response

After successful enter credentials i get following screen:

The problem is that no Authenticator App w/ a linked administrator account. And when I want to setup this account in Authenticator App, i get the same screen as shown above.

It is impossible
