Download the "small" installer, start it: There is an option "Download media" to get the complete installer for an offline installation.

I have a computer connected to internet to perform downloads. I have another computer on a lan that I can't connect to the internet. I want to upgrade my sql express from 2012 or 2022. Where can I get the complete file from and not an installer that goes looking for the web?
