Particular inbound emails not triggering change notification for subscription created using the Microsoft Graph API

Question

We've found that several emails (mostly from various subscribed newsletters) are not triggering change notifications to our specified endpoint. The subscription (to me/messages) is still active and the we receive notifications when sending directly to the inbox using both internal/external email addresses.

Is there a reason why certain messages will trigger a Webhook and others will?
