No. While physically a database, it is logically akin to a DLL and never moves.
ResourceDB
If we move master database to a new location, does the ResourceDB database also move?

Thanks for your information.
The Resource DB is a read-only database that contains all the system objects that are included with SQL Server. Changing the location of the Resource DB is not support or recommend.
