How can I stop Event ID 1001 for isolated server environments and en-CA language

Good day,

Have several production, development and test environments consisting of Windows 2019 servers that are isolated from the internet. The servers are configured with the en-CA language. In all of the servers application event logs there are numerous event ID 1001 related to CbsPackageServicingFailure2 that seem related to Microsoft-Windows-LanguageFeatures-Speech-en-ca-Package. Changing the "Never attempt to download payload from Windows Update" policy value has no affect on these errors and neither does renaming the SW distribution folders and related activities. The only fix I have found that will stop the errors was to completely remove the en-CA language - this really is not an acceptable solution due to formatting challenges with the output from the systems.

Perhaps MS just does not care enough about languages other than en-US anymore. (There are limited language packs available for windows 2019 and en-CA is not included in the language pack iso.

Any suggestions appreciated.
