I used my Microsoft Developer Subscription (E5) but it expired last year. I can still logon to the tenant, but my licenses are gone. Within the Microsoft 365 Developer Program Dashboard I see the "Deleted Subscription", but I cannot change anything, not re-activate. Can anyone provide me with the "next steps" to reactivate my subscription again?

There are no "next steps" afaik, one the subscription expires it cannot be renewed. Best delete/create a new one.
