SCCM CB 2309 Upgrade stuck

Hi Team, I need support on the SCCM CB 2309 upgrade issue in which there is no error in CMUPDATE.log or HMAN.log. Everytime it starts like a loop and stuck in "config mgr upgrade and Install files"

Tried Restart, Provided full permission to SCCM computer account, Sysadmin access and logged in using full admin but still it got stuck.

Is there a way to restart the upgrade and resolve this issue. Please advice.

    Yes, we can use the CMUpdateReset tool to reset an in-console update with download or replication problem. For more information, please refer to:

    <SCCM Install Folder>cd.latest\SMSSETUP\TOOLS\CMUpdateReset>CMUpdateReset.exe -FDELETE -S <your SQL Server> -D CM_1 -P <package GIUD>

    3,Similar thread for your reference. The workaround needs to modify the SQL connection properties, change "Force Encryption" from "On" to "Off".

    I tried all the steps above and got the below error while trying CMUpdatereset. Kindly suggest if anything i can check further
