Some critical issues on my Windows 11

There are Windows security, update and some random issues on my laptop.

First is the Windows Security service not working. Whenever I open Windows Security the screen is completely blank (Fully white with nothing). It always says Turn on Windows Security Center service but when I try It doesn't work and says "The Windows Security Center service can't be started".

I have tried some of the ways such as -

  1. Reinstalling Windows Security by the following PowerShell command -
   add-appxpackage -disabledevelopmentmode -register ((Get-AppxPackage Microsoft.SecHealthUI -allusers).InstallLocation + '\AppxManifest.xml')
   
  1. Running the SFC and DISM Command
  2. Starting/Restarting the Security Center or Windows Security by service.msn. (There is no service with that name)

I have tried some more ways but these are all I remember. (I have also checked other peoples questions that are related to this)

I had also gone to services and change the "Windows Defender Advanced Threat Protection Service" and change its Startup Type to "Automatic" but it said "Access is Denied".

I have a feeling that a Boot virus, malware or some sort of is in my PC that's why I have to dead with this.

Second is the Update issue. I have tried like EVERYTHING but still whenever I try to install that 2024-03 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5035853) I get the "Install error - 0x800f0991"

What I've tried to fix the problem -

  • I've rebooted the PC several times.
  • Run sfc /scannow. (shows no error)
  • Run Dism DISM /Online /Cleanup-Image /RestoreHealth DISM /Online /Cleanup-Image /ScanHealth (no errors)

What I haven't as I think my PC might get broken -

  • Reset security descriptor in Windows update and Bits sc.exe sdset bits sc.exe sdset bits D:(A;;CCLCSWRPWPDTLOCRRC;;;SY)(A;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA)(A;;CCLCSWLOCRRC;;;AU)(A;;CCLCSWRPWPDTLOCRRC;;;PU) sc.exe sdset wuauserv D:(A;;CCLCSWRPWPDTLOCRRC;;;SY)(A;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA)(A;;CCLCSWLOCRRC;;;AU)(A;;CCLCSWRPWPDTLOCRRC;;;PU)
  • delete the following files: c:\ProgramData\Application Data\Microsoft\Network\Downloader*.* C:\Windows\SoftwareDistribution C:\Windows\System32\catroot2
  • Downloading the update from here (https://www.catalog.update.microsoft.com/Search.aspx?q=KB5035853) and try to install manually.
  • Reset networking and flushdns.

Also when I restart or shutdown It starts to update. (It says Updates are Underway) I just hold my Laptop's power button for 5 - 10 seconds till it turns off. (It doesn't start to undo changes)

    For the antivirus software issue:

    Have you installed any third party antivirus software before?

    If you have installed the third party antivirus software, the built-in windows defender feature may be disabled automatically.

    Check the following registry keys for any third party antivirus software.

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Security Center\Provider\Av

    For the update error, did you get any error message when you installed the update manually?

    Or the machine is stuck in updating process forever?

    If the machine is stuch in update process, we could try to boot into safe mode and disable the windows moduler installer service from the services.msc control panel. Then the machine should boot normally.

    If there is any third party antivirus software installed, please remove it temporarily.

    For advanced troubleshooting, we could check the C:\Windows\Logs\CBS\CBS.log for more details.

    If we didn't want to troubleshoot the issue, perform an in-place upgrade reapir with an ISO media or a clean reset may be more effieient. Please take a backup of the important data before we take any actions.
