How to fix this problem "Your message wasn't delivered because the recipient's email provider rejected it."

When I send email to anybody it is not delivered and I'm receiving an email from ******@outlook.com says that "Your message wasn't delivered because the recipient's email provider rejected it."

Can any one help me?

    Please read the message: Th receiver of the email rejectec it; so contact them.

    Of cause not by email, because they would reject it, so give them a call.
