You can try clearing the browser data in Edge's History, or you can try repairing Edge in "Programs and Features" in the Control Panel. If it still doesn't work, you can submit feedback to the Edge team by clicking the Like or Dislike button at the bottom of the Edge Workspace menu. These buttons are next to the question "Are you satisfied with Workspaces?". You can refer to this link: https://learn.microsoft.com/en-us/deployedge/microsoft-edge-workspaces#my-user-got-the-error-unable-to-load-workspaces-message-what-should-they-do.
