As I know, in Outlook desktop client, only those email accounts with an Exchange mail server can support sync with their mail server to update the address book. Other third-party email accounts such as Gmail account can not sync and update their address book in Outlook. So, from this perspective, I am afraid that the Yandex mail account you mentioned can not support syncing and updating the address book in the Outlook client.
By the way, I did some search about your issue and found that if you have AD/Active Directory, the Outlook LDAP feature might be able to publish for every internal LAN user LDAP address book even without existence of Exchange. Please kindly understand that due to environmental constraints, I have not been able to make an accurate test for this workaround, so this is only for your reference:
