which technologies does Microsoft provide to enable interactive, Google Street map type experience ?

i.e.

how can i

1. create a my custom street map
2. How can i interact with it, using mouse or other devices
3. how can i select say a door in that street map?

There is Bing Maps which has "Streetside" maps, however it does not support creating custom maps. Other than that, there might be some stuff in the Mixed Reality space/hololens, but I suspect that's heading in a different direction from what you are looking for.
