Based on your problem description, I would like to confirm if you are experiencing the problem of pending when creating archive mailbox or when moving data to the archive mailbox?
According to my experience, I suggest you follow these steps to troubleshoot:
- You can first verify whether the cloud-based archive mailbox has been created using a command in the following format in the Exchange Management shell:
Get-Mailbox <cloud mailbox> | FL archive
- If the cloud-based archive mailbox already exists, you can try to disable it using a command in the following format:
Disable-Mailbox -Identity <username> -Archive
- Re-create a new cloud-based archive mailbox in the Exchange Management shell using the command in the following format:
Enable-Mailbox -Identity ayla@contoso.com -RemoteArchive -ArchiveDomain "contoso.mail.onmicrosoft.com"
If the problem persists, since there are only two mailboxes have this issue, we recommend that you archive the mailbox locally via Outlook client, then migrate the smaller mailbox to Exchange Online.
