Excel is not considering csv UTF-8-BOM file as UTF-8

I have csv file in UTF-8-BOM format which I am trying to open with excel(2016) but it recognizes file as ANSII and not UTF-8. Is it problem connected with file or it is excel setup issue?

    You can go to data- From Text option- you can select the File origin from list manually:
