From my understanding, you are unable to add a custom domain to your tenant due to restrictions.
Please be informed that you are experiencing this issue because you do not have permission to perform this operation.
You need to be assigned a Global Admin permission in the tenant before you can complete this.
Follow this link https://learn.microsoft.com/en-us/entra/identity/users/domains-manage to get more information on how to manage a custom domain and the required permission.
