Outlook - Mail Merge with Voting Buttons

What is the solve for getting outlook mail merge to also include voter buttons?

Since there appears to be no way to turn it on in bulk, I thought using the draft copies, I could turn voting on for each individual message before I selected for release, but I can not.

There is no built-in feature of mail merge to include voter button in Outlook. You may need to use third-party tools or code to do so.
