Transferring authentication to new phone without iCloud

I have a new iPhone and do not have anymore iCloud space. I just want to be able to log into my new account without having to authenticate access on my old phone. I really feel this should be a simple process and am happy to do the transfer manually without having to rely on a back up. It’s only one account I need access to. Any insight would be great, thank you!
