I'm trying to complete an in-place upgrade of our servers which are running Server 2012 R2, Currently receiving the error 0xC1900101 - 0x2000D - The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation and it fails at around 23% of the upgrade.
I've attached the setuperr.log file for your reference.

Can anyone tell me the best way to fix this? Ideally, i don't want to have to start from scratch for all of my servers.

The error code indicates it detected a driver that is not compatible with the newer OS. Review the setup logs to identify which driver is not compatible and remove it. Then try the upgrade again.

There are a lot of errors in your setup log. It's hard to tell what is actually causing the failure. Look at the setupapi.dev.log file.
Also, since it is potentially driver related, you should uninstall any AV software you have installed as it is generally not compatible with newer OS versions. Also uninstall any firewall or other security software you may have unless it ships with Windows.
Also unplug any devices connected via USB other than mouse/keyboard and remove any printers that are physically connected.
Check your drive space to ensure you have plenty of room to install the new OS. During an upgrade you generally need enough free space to reinstall the OS whole.
I'm also assuming here that your hardware actually meets the requirements of Server 2019.

I cant locate the setupapi.dev.log file within the Rollback folder?
This is a virtual machine on AWS, so there are no devices connected to it.
Also 60GB+ disk space is available & the server hardware does meet the requirements.
Did you take a look at the troubleshooting information in the link I provided? Specifically did you run the SetupDiag tool that they recommended? Also look for the event viewer logs.

Not sure at this point but it looks like a driver issue. You don't have any AV running on this machine right?

Here are some steps you can try:
1.Uninstall antivirus applications.
2.Try to install the latest security update, then upgrade again.
3.Update drivers from the manufacturer's official website such as display driver and BIOS.
