Clarity on access to AVD.

Question

We had setup Azure virtual desktop with local Active Directory configuration and synchronised some users with office 365. The synchronised users are able to access the Azure virtual desktop environment.

Can a non synchronised users Or Cloud Only user access the same Azure virtual desktop environment?
