As i understand, you are neither able to see the tickets raised nor are you able to raise a new ticket.
This indicated permission issues at first glance, documentation states that you must have the appropriate access to a subscription in order to create a support request for it. This means you must have the Owner, Contributor, or Support Request Contributor role, or a custom role with Microsoft.Support/*, at the subscription level.

You can check your access with one of two ways, goto subscription that you are working with,
- If you are logged in with your account, goto context menu > access control (IAM) > "View my access"
- If you are NOT logged in with your account, goto context menu > access control (IAM) > "Check access" > "User, group, or service principal" > provide your user name or email
Now, about not being able to see the tickets, that may just be the filters.
set Created: All history
set Status: All
and click apply
