Determine whether a label is a User-defined Permissions label

I don't want to use mip_file_sdk.dll to determine if a label is a UDP(User-defined Permissions) label. Can the following methods be used to determine:
Determine whether a label needs to be encrypted. If encryption is required and templateId is empty, then the label is a UDP label

I believe you need to use the FileHandler to catch the
Microsoft.InformationProtection.Exceptions.AdhocProtectionRequiredExceptionto determine this. https://learn.microsoft.com/en-us/information-protection/develop/concept-user-defined-permissions#when-to-apply-protection-to-filesI'm checking internally to see if there is another way.
