how to install WSL on Windows Server 2022 Core

Question

i am running azure devops agent on a windows server core 2022 server.

i need to enable bash commands for azure pipelines.

i can't install wsl and a distribution

i keep getting

Windows Subsystem for Linux has no installed distributions. Distributions can be installed by visiting the Microsoft Store: https://aka.ms/wslstore

i download ubuntu and try to add the app and get

Class not registered

PS C:> wsl --install

Windows Subsystem for Linux is already installed.
