Could you please tell me the version of your Windows? I found that there are many people meeting the same issue in Windows 10 Insider 17711 or 17713 build.
Hope these suggestions can help you well:
- You can revert to an earlier version (such as Windows 10 stable) to solve the issue.
- Stopping the SNMP service and setting it to disabled at startup.
- It is reported that this issue is fixed in Build 17723 or later. Just upgrade to that.
