Recycling Application Pool causes user login issues on Sharepoint 2019 Web App

We have configured Sharepoint 2019 On Premise with 2 servers: Front end with Distributed Cache Server (Web Server) and Application Server. We setup our sharepoint site and created local users on the web server and gave them access to the site. The users can login initially. But when the application pool on the web server is recycled, local users are not able to access the site and sharepoint always prompt for credentials.
We are able to fix by restarting IIS on the web server. But seems this is not a good solution to do everyday.
Meanwhile, we disabled the application pool recycling.
Has anyone encountered this?
