can't recreate a Microsoft Developer Program Tenant

I created a Microsoft Developer Program Tenant 2 years ago and it is currently expired.
When i click join developer program and open the profile page, i can see the expired and deleted tenant.
When i click delete profile and retry. The page prompts me again for my presets and interests.
But when i complete this the page reopens with my expired tenant. Wihout the possiblity to create a new one or renew the subscription.
