Why does creating a document intelligence resource keep failing deployment with the error domain is taken?

I am trying to create a Document Intelligence resource but its deployment keeps failing with this error. I have tried a number of names included UUIDs and it thinks a UUID is not sufficiently unique. What's the problem here?
