Hi, I am new to azure. I created a resource X and in instance name i used
'Instance-X-Instance' as the instance name - this was given a green light from the system regarding the uniqueness of the name, so i went ahead and created it. But it wont deploy due to duplicate instance name. I waited for a long time and then finally deleted the whole resource, now when i try to recreate a new computer vision resource - its say i cant select F0 pricing tier as its already in use.

We had got a couple of customers who have reported the same issue today.and they were encountering the below error:

"error": { "code": "CustomDomainInUse", "message": "Sub domain name 'XXXXXXXXXXXXXXXX' is already in use. This condition is caused by sub domain name being taken at the same time." }

Please accept our sincere apologies for the inconvenience caused. .

The issue is now mitigated.

Update on the RCA:

What happened?

Between 3-14-2023 18:09 UTC and 3-14-2023 19:25 UTC Customers might experience the creation of new Open AI resources getting stuck in a processing or failing state.

What went wrong and why?

The system experienced a DNS registration issue that prevented new resources from being registered correctly during the creation process. Existing resources were not impacted.

How did we respond?

We have worked with our networking team to address this issue and all customers are now able to create resources again.

How are we making incidents like this less likely or less impactful?

The team will be adding monitors to identify this type of issue in advance and is also considering additional design changes.

Hi Navba, thanks for the response. Its great this issue is sorted but this doesnt solve my problem. Im trying to use the free pricing tier F0 but I'm not getting that in my dropdown - it says 'The free tier (F0) for this resource type is already being used by your subscription, therefore it will not appear in the dropdown below.' However im not using anything. The only try i did the resource failed to deploy and i was unable to use the service

I was able to reproduce this issue at my end too. See the below screenshot:

Cause:

The issue is due to an existing Free tier resource that has already been created in that particular resource region.

Action Plan:

The workarounds would be trying different region or upgrading the Free pricing tier to standard tier if quota is utilized. Please always choose the best that fits with your subscription limits and needs.
