Microsoft 365 developer 41101 login error, support is unable to help
Our company has paid Microsoft 365 account, I as developer want to join Microsoft 365 dev account as it is required to build MS Teams bot. I am not able to create an account (as well as my colleague in different country) and we have this error: We're unable to sign you in with this account

Code: 41101 Different browser, OS, computer have same error and it lasts for weeks. I contacted Microsoft support here https://admin.microsoft.com/Adminportal/Home?culture=en-gb#/support/requests and created ticket (TrackingID#2404030050002395) Support said that they are not doing this kind of support and gave me three other links to get support: And here are the results alongside with links:
Developer Program | Microsoft 365 Dev Center I am not able to login there, because of issue in ticket (41101), when I am trying to contact Microsoft from that page, I choose product Microsoft 365 and it redirects me to microsoft 365 admin portal, where this ticket was created
Services Hub (microsoft.com) When I select product Microsoft 365, it redirects me to microsoft 365 admin portal, where this ticket was created.
Global Customer Service phone numbers - Microsoft Support I contacted the operator and she told me to continue talk with technician in support ticket, i.e. she also didn't manage to help me and redirected me back to microsoft 365 admin portal, where this ticket was created.
How this issue can be solved and by which support department? I saw in this forum that people have similar error and support managed to help them, but mine didn't.
