How do I cancel my Microsoft Project Plan 1 subscription?!

THIS IS RIDICULOUS! I am trying to cancel my Microsoft Project Plan 1 subscription, and NONE of the resources Microsoft has is helpful. Under my "subscriptions" tab, it shows I purchased it, and it says I can download to install, but there is NO option to "manage" my subscription or cancel.

I have also removed all payment information from my account AND I canceled my credit card because I kept getting charged for the subscription but it SOMEHOW found my new credit (WHICH I NEVER ENTERED INTO MY MICROSOFT ACCOUNT PAYMENT INFO!) so I'm still getting charged.

I try to call the support phone number, and it asks for my phone number and tells me I don't have an account. But I do have an account... I had to login just to ask this question in this forum.

If Microsoft cannot help me resolve this by canceling my subscription, I will be filing a complaint with Office of Consumer Protection and taking whatever additional action is necessary. I really expected more from such a well-renowned company.
