How do I unblock a website from Window's Firewall?

Hello, I am having trouble accessing an important link on my school's webpage. The link is for Etrieve.cloud which I believe is for surveys. I can access Etrieve on my Iphone using safari, but I need to upload some pdf files. It would be much preferable if I could do it on my PC computer. Everytime I try to connect with my computer, I am told "Connection cannot be reached. ERR_CONNECTION_REFUSED". I am then directed to check my firewall.

I get the same ERR_CONNECTION_REFUSED message on both google chrome and on Microsoft Edge. I figured out how to access Windows Defenders Advanced Settings. My issue is figuring out which rule on Windows Defender Firewall is blocking me from Etrieve. All the rule names are essentially meaningless to me. Can anyone help me connect to Etrieve on my computer?

    Hello,

    The Windows Firewall only allows you to specify IP addresses, so you cannot simply use a URL in your firewall rule.

    I suggest setting a proxy on your phone; you may refer to a guide for detailed instructions.
