From my understanding, you are not able to switch to a different tenant from the tenant to which your user account belongs.
Please be informed that having an Owner role on a Subscription doesn't permit you to switch to another tenant. To start with:
- An Owner role on a Subscription only gives you access to create and manage the subscription, and resources deployed within the Subscription.
- A subscription can only exist within a particular tenant (an Organization).

The reason why you are not able to switch is that, your user account doesn't exist in the other tenants the same way your colleague accounts do. You need to be added to those tenants by being invited to the tenants as a guest account. Follow this link to learn more about Guest account invitations.
Once you have been invited to the tenant and you have accepted the invitation, you will be able to switch to those tenants.
