Widnows Server 2019/2022 Remote desktop service issue/question

Hi,

I have purchased 30 Remote desktop License (User License) for Windows Server 2019/2022.

I have two Windows Servers 2019/2022 and the users want to connect per RDP on that two servers.

I dont want to install on the both above server the License.

I am really not sure, if I can install a Windows Server as remote desktop(terminal server). and the user can connect from that server to other Windows Server 2019/2022. Because we have purchased User Licenses.

Is there any way to do that?
