Conditional HTML Not Working in Outlook for Mac Desktop

Hi, I am using the Outlook for Mac desktop app (v 16.83.3). I have an application that sends emails using an html template. The template uses the conditional <!--[if mso]> tags to display some vml for Outlook. In the past (early-mid 2023 to the best of my knowledge), these conditional tags worked fine on Outlook for Mac. Now, however, they are not displaying the code within. I thought maybe the rendering engine had changed, but I've tried using regular css and that is not working either. Can someone please clarify if the mso tags will work on this version of Outlook for Mac and if not, is there a way to get css to work?
