Problem with Cyrillic in IIS

Standard pages with errors like 502, in which Cyrillic is present, are displayed incorrectly when an error occurs.

I tried to fix the general configuration and the globalization tag, but it didn't help. And also assigning the header charset=utf-8 did not help.

If you open this htm page (which is located on the path %SystemDrive%\inetpub\custerr\ru-RU) separately, just with a browser, then there is no such problem with the encoding. What needs to be configured in IIS to fix this?
