When I attempt to wipe a device via the Intune admin center, the device begins to reset and but fails after reboot. The device is now in recovery mode. I opened CMD and ran diskpart /list volume. The primary C disk now has the RAW file system. Version: Windows 11 23H3.

In the Intune admin center, navigate to the device you wiped and look for any error messages or logs associated with the wipe command. These might provide clues about what went wrong.

Unfortunately, recovering data from the RAW drive is difficult.

@Adrian Salas, Thanks for posting in Q&A.

From your description, I know you have wiped device via Intune but failed to reboot.

Based on my research, the primary C disk now has the RAW file system means the drive was not formatted and no file system was assigned. And it could show as RAW if your PC shuts down abruptly and the drive crashes.

You can try to refer the link below to fix it.

    https://www.easeus.com/computer-instruction/disk-showing-as-raw-instead-of-ntfs.html#:~:text=If%20your%20drive%20is%20showing,it%20may%20appear%20as%20RAW.

    Non-official, just for reference.

However, if your device is Dells, some certain models of Dells didn’t include RAID drivers for the hard drive in the recovery image and reset process would not complete. You can try to inject the drivers into the winre.wim on the system and then try to reset.

Hope above information can be helpful.
