Need to be able to deploy Python Azure Function without oryx-cdn.microsoft.io

Is there a way to push the content a function app would pull from oryx-cdn.microsoft.io during a deploy? Opening up access to the internet to make the CDN available is not a desirable approach. Is there a way to deploy a Python Azure Function such that access to oryx-cdn.microsoft.io is not required?

We work in a cloud environment that does not have secure HTTPS access to oryx-cdn.microsoft.io.

And so I get the error:

"message": "Error: Oops... An unexpected error has occurred.\nError: System.AggregateException: Http request to retrieve the SDKs available to download from 'https://oryx-cdn.microsoft.io' failed. Please ensure that your network configuration allows traffic to required Oryx dependencies, as documented in 'https://github.com/microsoft/Oryx/blob/main/doc/hosts/appservice.md#network-dependencies'

in the SCM SSH from the log file: ./home/DeploymentLogStream/656e23ad-df71-41b3-ab1f-2be7fdb6f716.log

When running the command:

func azure functionapp publish ${AZ_FUNCTION}

When attempting a deploy of a generic and as yet unedited project generated with:

. ./.venv/bin/activate az login az account set --subscription ${AZ_SUBSCRIPTION} func new --language Python --template "HTTP trigger" --name "functionNameInPythonScript" func azure functionapp publish ${AZ_FUNCTION}

func azure functionapp publish does not seem to have a "local build option", what exactly do I have to do to copy-deploy a simple python function as an Azure Function?
